In recent years, many local governments have been helped by an anomalous political subject: the Community Foundations.

There are 40 in Italy, around 1,860 in the world. These are non-profit entities which act as financial intermediaries, helping donors to actually realize works at the service of the territory.

They are based on the meaning of three terms – «community», «civilian economy» and «territory» -, while local citizens consider them a form of subsidiary government.

For a balance between powers it is useful for them to remain ancillary without creating forms of plutocracy, where only those who have economic strength decide.
